4th International Off-grid Renewable Energy Conference and Exhibition

The International Off-grid Renewable Energy Conference and Exhibition (IOREC), organised by the International Renewable Energy Agency, is the global platform for sharing experience and best practices on design and implementation of enabling policies, tailored financing schemes, innovative business models and technology applications for stand-alone and mini-grid systems.
The fourth edition of IOREC took place in Singapore, on 31 October - 1 November 2018, as a co-located event with the Asia Clean Energy Summit, during Singapore International Energy Week. With over half a billion people in Asia still without access to electricity, the synergy with the ASEAN Ministers on Energy Meeting, chaired by Singapore in 2018, and with the Asia Clean Energy Summit, highlighted the role decentralised renewable energy solutions can play in electrification strategies in the region and beyond, as well as the role of off-grid renewable energy in achieving several of the Sustainable Development Goals.
Building on the success of the earlier editions, the 4th IOREC once again attracted experts from around the world and across the off-grid renewable energy value chain, with representatives from policy-makers, rural electrification agencies, private sector, NGOs, academia, financing institutions and international organisations. Over the two-day event, the participants deliberated on enabling policies, financing schemes, innovative business models and technology applications. A special focus was put on the nexus between energy access and other key priorities such as food, water and health service. Furthermore, innovators, practitioners and entrepreneurs from the off-grid renewable energy space had the opportunity to showcase their products and services in the exhibition, organised by the Alliance for Rural Electrification, which ran in parallel to the conference.
Modern energy access is central to achieving the Sustainable Development Goals and governments should consider the entire spectrum of opportunities offered by off-grid renewable energy solutions for expanding affordable, reliable and sustainable access to households, support livelihoods, enhance delivery of essential services (e.g., health) and strengthen gender equality.
National level electrification strategies and plans should mainstream off-grid renewable energy solutions and facilitate co-operation between actors.
To ensure effective implementation of energy access plans, institutional and legal frameworks at the national level should clearly define roles and responsibilities of public sector institutions, streamline administrative procedures and ensure adequate capacities.
To ensure private sector involvement in energy access, the policy and regulatory framework should provide the right set of incentives and risk coverage to private investors and alleviate the barriers to unlock financing for the sector.
Regulations are of particular importance in the case of renewable energy mini-grids where governments have the dual role of ensuring economic viability for developers while ensuring tariffs are not too high for underserved communities. Furthermore, with the right set of regulations in place, main grid arrival, often seen as a major risk for mini-grid developers, can become an opportunity both for developers and utilities alike.
The financial instruments and products on offer from banks and other financing institutions do not always match the sector demands. To foster innovation in the sector and accelerate deployment, financing instruments on offer need to be tailored especially to the requirements of end users and small enterprises.
Putting in place the right ecosystem for accelerating off-grid renewable energy deployment requires efforts to develop the necessary human capital by building capacities across the off-grid value chain and supporting local entrepreneurship.
Off-grid renewable energy should be viewed as a job creating opportunity as it has the potential to create millions of jobs across the value chain.
Efficient end-use appliances need to be included in the off-grid ecosystem to ensure affordability and long-term sustainability.
Harnessing off-grid renewables for national energy access and Sustainable Development Goals
Access to modern energy services is central to the 2030 Agenda for Sustainable Development. It has a transformative effect on the lives of people and communities by improving well-being – providing them the means to raise their income and productivity and have better access to healthcare, water, food and education. Achieving universal electricity access, especially at the rapid pace required, cannot be done solely through national electricity grids. It is imperative to also support the scaling up of offgrid renewable energy deployment, both stand-alone and mini-grids. It is estimated that by 2030, renewable energy sources will power over 60% of new electricity access, and stand-alone and mini-grid systems will provide the means for almost half of new access.
With over a billion people still without electricity access, off-grid renewable energy solutions are of paramount importance in achieving universal access. The distributed, environment-friendly and adaptable nature of renewable energy technologies makes them highly suited to cater to the energy needs of rural communities and to bring about substantial socio-economic benefits.
The session will bring together policy makers, practitioners, non-govermental organisations, financing institutions and intergovernmental institutions to discuss how the tremendous off-grid renewables opportunity can be harnessed to meet energy access goals and contribute to the wider 2030 Agenda for Sustainable Development.

Driving the deployment of stand-alone systems: Enabling policies and innovative delivery models
Dramatic cost decreases and technology advancements have made renewable energy technologies the most cost-competitive option for electrification in most rural areas. Realising this immense potential and further accelerating the transformative effect of modern energy on the socio-economic development of underserved communities requires an enabling ecosystem to support private sector participation and to strengthen national electrification efforts. Dedicated policy and regulatory measures coupled with innovation in delivery and financing models, as well as capacity building are the backbone of such an enabling ecosystem.
A range of models have been adopted globally for delivering stand-alone solutions based largely on solar and bioenergy. These include direct sales, rent-to-own and service models coupled with innovations in ownership and financing approaches (e.g., results-based financing, pay-as-you-go, mobile money, smart metering). Each model has pros and cons, and the most appropriate approach depends greatly on the local conditions, including the consumers’ willingness/ability to pay, access to enterprise and end-user finance, market demand and availability of local capacity to deliver technical and financial services.
With the aim to achieve universal modern energy access by 2030, the session will focus on the most suitable policy approaches and delivery models for continued growth in the development of standalone renewable energy solutions.

Sustainable energy plays a key role in alleviating poverty when linked to productive applications such
as automation in the agricultural value chain, crafts and manufacturing and other small and medium
enterprises. Some of the key parts that can catalyze improved incomes, savings, productivity and
reduction in drudgery include: efficiency of appliances, appropriate financial products, market linkages,
capacity building and enabling policies at multiple levels. This leads to the creation of an ecosystem
that can scale sustainable energy driven sustainable livelihoods.

Achieving universal electricity access is not a technology issue. In fact, existing distributed renewable energy (DRE) solutions have shown that they have the potential to alleviate energy poverty for more than 1 billion people. Rather, it is the human capital—the collective skills and knowledge of a new generation, especially women and youth—that will play a key role in determining our success or failure in achieving Sustainable Development Goal (SDG) 7 and ensuring access to affordable, reliable, sustainable, and modern energy for all.

Project facilitation and funding opportunities for renewable energy projects
The demand for renewable energy finance is growing whilst access to finance is not increasing as
quickly particularly for off-grid energy access projects. Access to finance comes through developing
financially attractive project proposals and having an effective strategy to seek funding. Public and
private sector finance from multilateral development funds through to the local commercial sector are
significant sources of funding. IRENA provides various tools, platforms and collaborations for project
facilitation and accessing funding:
Global Atlas – a web platform that allows its users to find maps of renewable energy resources for
locations across the world.
Project Navigator – an online platform providing comprehensive, easily accessible, and practical
information, tools and guidance to assist in the development of bankable renewable energy projects.

Financing for stand-alone systems: Finding the missing link
Stand-alone renewable energy solutions are cost-competitive options for expanding electricity access in
many rural areas. Consumer financing is often required to distribute such systems in order to overcome
cash shortages and make customers more comfortable that the vendor will support and guarantee the
functioning of the equipment. In some instances, governments or development agencies have reduced
the burden for end-users through grants and micro-credit programs. More recently, startups have
turned the consumer finance challenge into an opportunity. By bundling solar home systems, consumer
loans and digital payments, they have raised $1.1 billion in the past five years and expanded into related
For start-ups providing energy access, financing requirements change dramatically as they mature,
in both scale and type. At an initial stage, seed and Series A capital usually comes in the form of
equity and grants, while in the scale-up stage debt and working capital takes over. Mismatches between
the nature of the funding needed and the investment mandates of financiers can become a barrier
to growth. The emergence of specialised financial intermediaries and financing vehicles could allow
aggregation of smaller deals into larger programmes. But recent signs indicate that growth is slowing,
and new challenges are appearing.
This session will explore how policymakers and regulators, development finance institutions, impact
investors and entrepreneurs can accelerate progress towards energy access for all.

Off-grid innovation: latest solutions and future needs
Innovation has been one of the key drivers to facilitate a greater expansion of off-grid technologies.
Nowadays, these breakthroughs go beyond the technology domain, covering innovation in business
models, enabling infrastructure, systems operation, financing schemes and regulations.
Because of major digital and physical advances, more innovations in off-grid technologies, such as
those related to: improved modularity, off-the-shelf hardware and software, smart interoperability
between mini-grid components, advanced monitoring devices and controls, direct current mini-grids,
energy trading between prosumers and other options that will disrupt the energy market. All of these
may come with gaps and opportunities, and it is crucial to understand how to accommodate and
successfully integrate these improvements in the overall energy system.
This session will explore the status of and latest developments in off-grid technologies. It will discuss
the needs that these innovations will unleash and potential solutions to ease the future deployment and
operation of off-grid systems. The development of quality infrastructure will be presented as a mean
to strengthen the market uptake and commercialisation of these technologies, with a special focus on

Inclusive financing frameworks for off-grid renewable energy solutions

Access to finance in the off-grid renewable energy sector remains a key barrier to scale-up. While
investments in the sector have grown substantially over the past few years, especially in the solar home
system segment, it has largely been concentrated in a specific region and among selected enterprises.
The sector continues to be perceived as risky, with high transaction costs and with financing that
often is outside the reach of many end-users, intermediary financing institutions and enterprises. This
impacts entrepreneurs as well as MFIs/SACCOs as well as end-users. To increase the uptake of off-grid
renewable energy solutions, an inclusive financing framework is needed that ensures that affordable,
long-term financing is available, especially for local entrepreneurs and women.
The session will bring together diverse stakeholders to discuss different approaches to channeling
financing to where it is needed and in the form that is needed (e.g., financial instrument, terms of
financing). It will also discuss policy and institutional changes to scale-up finance flow to different
stakeholders in the sector with a view to scale-up deployment as well as to maximise the socioeconomic
benefits of off-grid renewable energy solutions.

Quality infrastructure for supporting global mini-grid market expansion
The session will explain the role of quality infrastructure (QI) in expanding mini-grids markets, including
best practices, future risks and strategies to mitigate those. In the session the participants will choose to
join one of three working groups: i) Policy makers/Public Sector ii) Project Developers iii) Communities.
Each group will work with a field expert to identify the challenges and expectations as a QI stakeholder.
The group moderators will share key tools and mechanisms that the stakeholders can apply to support

Solar Irrigation has been expanding globally at a rapid rate, partly because of the efforts of governments

With decreasing costs and improved reliability of technology, renewable energy mini-grid deployment
has grown consistently over the past decade. Renewable energy mini-grids are uniquely placed
between grid-based solutions and stand-alone systems in both system design and level of service
offered, ranging from basic lighting to commercial and productive end-uses. Mini-grids are a key part
of the solution to achieve universal electricity access by 2030. It is estimated that by 2030, renewable
energy sources will power around 60% of new access connections, with approximately 40% of this

dedicated policy and regulatory environment to address key investment risks. A growing number of
countries are introducing targeted policies and regulations to support private sector participation
in the sector. Such policies address different aspects, including the legal and licensing framework,

Scaling up renewable energy mini-grid deployment: Innovations in delivery and business models
Government agencies, state-owned utilities, community groups, nongovernmental organizations have historically been driving renewable mini-grid development. As an increasing number of private sector actors step into this market, across the mini-grid value chain (i.e., in the development, financing, operation and management) a great deal of thinking goes into defining the most suitable business/delivery model for mini-grid deployment. A variety of aspects, including local socio-economic conditions, nature of electricity demand, technology solutions, ownership and financing structures, local capacities, tariff determination, risk mitigation, need to be taken into consideration for the identification of the ‘right’ business model. The choice and success of model depends on several factors, including the local context as well as on the size and structure of the mini-grids.
The end objective of a sound business model is to ensure sustainability of the project. Whether the challenge is ensuring cost recovery and timely and effective operation and maintenance, or ensuring risk-equivalent returns, there is no single ideal business model. Furthermore, mini-grid business models will continue to evolve as new approaches emerge and cutting-edge technology (e.g., metering, load management, remote sensing) are increasingly combined with operational elements (e.g., tariff collection) to reduce costs and enhance viability. Importantly, building has to be fostered across the value chain to improve bankability and adaptability of mini-grid solutions as well as maximize socio-economic impacts.
Delivery models also need to be tailored to tap into (and/or) develop productive end use of energy, as well as engage communities, especially women, not just as beneficiaries but in the design and operation and maintenance of mini grid systems to maximise sustainability and benefits.
The session will focus on innovative delivery and business models presently being used for the deployment of renewable energy mini-grids. The discussion will look at how the operational models for mini-grids are adapting to overcome various market challenges and how technological innovation and capacity development can contribute to their long-term sustainability. Going deeper into the topic of scalability, experts will present and debate different approaches to incentivise the participation of the private sector.

The off-grid renewable energy sector is receiving growing attention in international and regional fora
dedicated to climate action. Furthermore, notable efforts have been made to identify challenges and
to create opportunities to scale up the engagement of the private sector in off-grid renewable energy
access. Nevertheless, there remain important pending questions regarding the role that the off-grid
sector can play in the framework of Nationally Determined Contributions (NDCs).
Within this framework, the Federal Ministry for the Environment, Nature Conservation and Nuclear
Safety (BMU) via the German Cooperation Agency (GIZ) has commissioned a study titled “Renewable
Energy Off-grid Components of NDCs and their Role for Climate Change Mitigation” to: Develop a
global scenario for rural electrification; Quantify the off-grid market and climate change mitigation
potential; support countries in attracting climate finances for NDC implementation. The aim of this side
event is to kick-start engagement of local and global stakeholders and to discuss how the results of this
study can be transformed into means of concrete action.

Accelerating renewable energy based electrification in small island contexts

The household electrification level in the Philippines stood at about 90% in 2017. The number of still
unelectrified households totals about 2.4 million. While many of them will be connected by various grid
extension programs of the electric cooperatives and distribution utilities, over half a million households
located in remote, isolated areas such as small islands, will not be reached by such programmes and
will require decentralised mini-grids or individual systems based on renewable energy. The challenge is
compounded by the archipelagic nature of the country, which is composed of some 7,100 islands, most
of them small and dispersed. The solutions require a combination of innovative decentralised technical
approaches, new business models and policies and regulations that maximise the role of the private
sector. The Government’s objective is to have 100% household electrification by 2022.
The specific objectives of this side-event are to provide information and increase knowledge on existing
and upcoming opportunities for clean energy and hybrid mini-grids in the Philippines, to learn and

Accelerating financially viable hydro mini-grids: A closer look at small-scale hydropower in South and Southeast Asia

Micro-hydropower makes up the largest number of existing renewable energy mini-grids, and where resources exist, can generate energy at very low cost. Yet, despite the growing interest in mini-grids to provide electricity access to off-grid populations, little attention has been paid to how hydro mini-grids can be financed, how donor and government support can be mobilized, and which ownership models result in the highest adoption of productive uses.
Building on case studies from South and Southeast Asia, this side event will aim to identify challenges and solutions to scaling existing models of financially viable hydro mini-grids. In this context experts will discuss types of ownership and partnership models between local private developers and consumers, financial and economic viability achieved, role of local manufacturing and local skills development, design of productive end use applications and of connection fees and tariffs for residential and productive end use consumers.

Increasing access to finance: Unlocking capital for mini-grid deployment
Access to finance is a key challenge to the widespread deployment of renewable energy-based mini-grids despite growing interest from public and private actors. While some investment risks can be addressed through enabling mini-grid policy and regulatory frameworks (e.g., streamlined licensing, cost-recovering tariff setting, exit options on main-grid arrival), targeted measures are still needed to unlock asset financing in the sector.
The scale of investment projected for the mini-grid sector to achieve universal access is around USD 20 – 25 billion annually. As mini-grids pass through different phases (development, proof-of-concept and rollout), the financing needs vary. Depending on the local context, both public and private financing instruments are needed to meet the financing needs, ranging from grants for feasibility studies during project development phase, to a mixture of performance grants, equity and debt in the rollout stage. Facilitating access to financing for mini-grids will require different stakeholders, including development finance institutions (FIs), local FIs (especially commercial banks) and national financing facilities (e.g., rural electrification funds), to design long-term, tailored, affordable and accessible financing instruments for the sector. Complementing traditional approaches, innovative delivery models focusing on effective risk allocation (e.g., public-private partnerships) and new financing instruments (e.g., crowdfunding, block-chains) can also be considered.
The session will focus on the latest developments regarding approaches for improving access to finance for renewable energy mini-grids. Special focus will be given to pathways supporting the sustainable scale-up of renewable energy mini-grids through increased use of commercial financing.

Maximising socio-economic benefits of off-grid renewable energy solutions
Access to adequate, affordable, reliable and environmentally-sustainable electricity is essential for
meeting basic needs and to accelerate local socio-economic development. Deploying off-grid renewable
energy in areas lacking electricity access can yield benefits at both the consumption and supply level.
At the consumption level, beneficiaries experience improved quality of life and living standards through
lighting, communications and access to information. Off-grid renewables supporting productive uses of
energy can support sustainable livelihoods, stimulate local economic activities, raise incomes, enhance
productivity and create new employment opportunities in rural areas.
On the supply side, the development of sustainable energy enterprises and the underlying infrastructure,
workforce and value chains can drive macroeconomic growth through the creation of direct and
indirect jobs. Realising the vast potential of off-grid renewable energy solutions requires an enabling
environment comprising of, but not limited to, provision of adequate skills and training programmes,
and policies to support local practitioners.
Through cross-sectoral linkages, increasing access to cost-effective and environmentally sustainable
energy services can have a broader development impact through better education, gender equality,
improved health and enhanced access to clean water. Indeed, off-grid renewables hold the potential to
contribute to multiple Sustainable Development Goals.
This session brings together practitioners from the field to share insights on the socio-economic
dimension of off-grid renewable energy development. Panellists will highlight specific country
experiences and identify specific measures that could maximise the socio-economic benefits for local
communities from off-grid renewable energy development.

Developing Market Intelligence: Understanding what is really going on in Asian Markets
To support renewable energy commitments across Asia and the Pacific region there is a need to
further scale-up policy best practices, cross-border collaborations and domestic, regional and foreign
investments. Given the region’s immense potential it is also important to understand the range of
possibilities and thinking on the future of renewables across the region. In this context, REN21, ADB and
UNESCAP will develop a report to map the current range of renewable energy development across the
region. Mapping the region’s renewable energy status will not only provide information for potential
investment, it will also present concrete evidence of the opportunities to harness economic and social

As managing director and CEO of Sosai Renewable Energies, Habiba is manages a partnership with C-Quest LLC to implement a nationwide Programme of Activities for improved cook stoves in Nigeria with 50,000 cook stoves installed. With her project work she aims at strengthening the knowledge of potentials and usage of renewable energies and analyses different electrification pathways critically. During field missions to rural Africa and Asia and by providing practical trainings on GIS capacities she experienced insightful stakeholder discussions leading to a better understanding of local energy access situations.

Daniel, the Director of Engineering and Design at Electric Vine Industries, leads a uniquely structured in-house microgrid design team consisting of technical surveyors, GIS specialists, civil engineers, electrical engineers, telecommunication specialists, and building Information modeling (BIM) specialists. From launching a fleet of drones upon project inception to closing out commissioning activities for a newly established smart microgrid, Electric Vine Industries’ microgrid design team embraces the ever-evolving challenge of delivering clean renewable 24-hour energy to remote areas. Dr. Ferroukhi brought to this position over 20 years of experience in the fields of energy, development and environment. Gerhard Fischer has over 35 years of professional experience in the development of hydropower. He is specialized in technology transfer, concentrating on turbine design and manufacturing and has working experience in 27 countries. He worked 6 years as a researcher on the University Stuttgart in the hydraulic laboratory of the Institute for Hydraulic Machines and Fluid Dynamics. During this time he was in charge of construction and installing the hydraulic laboratory and research on simple turbine designs.
Then he worked 5 years in Switzerland as project engineer for hydropower projects and trainings in a small engineering company (Chapallaz Engineering). From 1995 - 1997, he was an engineer with SKAT (Swiss Centre for Development Cooperation in Technology and Management), St.Gallen, Switzerland. From 1997-2013, he worked for entec AG Switzerland on several assignments covering all aspects of hydro power development in Switzerland, South America, Africa and Asia. From 2005-2013 until March 2013 he was director of PT entec Indonesia, a consulting and engineering company active in the hydro power sector in Bandung, Indonesia.
In 2011 he helped to establish the ASEAN Hydropower Competence Centre (HYCOM), a hands-on training center for small-scale hydropower, located in Bandung, Indonesia. He has a diploma in mechanical engineering from the University Stuttgart and post graduate study in energy management in developing countries (TU Berlin).

Bir Bahadur Ghale, the founder of Hydro Energy Concern Pvt. Ltd., has more than 25 years of experience in the micro/mini hydropower sector. He has also been awarded the Ashoka Fellowship (given to those who have excelled in Social Entrepreneurship). As a micro-hydro entrepreneur, he started his first Micro Hydropower (MHP) plant in Barpak (Gorkha) which generated 130kW of electricity.
After his first project in Barpak, he started promoting awareness and social benefits of hydropower systems and so far, his contribution has electrified more than 4000 household. He also established the Hydro Energy Concern Pvt. Ltd. (HEC) in 1995 with an aim to contribute towards the private sector capacity in micro, mini and small hydropower projects.
HEC believes that the economic and social development as well as the low environmental impact related to MHP represent the three inseparable pillars of sustainable development of Nepal, confirming that MHP can serve as an energy source for sustainable development.

Seleha Lockwood joined the International Renewable Energy Agency (IRENA) in 2012 as a manager of the IRENA/Abu Dhabi Fund for Development (ADFD) Project Facility. At IRENA, she has devised a clear and simple selection and evaluation process to pre-screen and evaluate renewable energy projects with sustainable development benefits in developing countries for recommendation to and funding by ADFD. Seleha manages the work of a global Panel of Experts who carry out the project evaluations using technical, economic/financial and socio-economic development criteria.
To date, her work has enabled the selection of 21 projects for co-funding of $214 million in soft loans from ADFD and $420 million from government, development funds and the private sector. The projects are solar PV, wind, geothermal, hydro and biomass energy in Africa, Asia, Latin America, the Pacific and Caribbean. These projects will benefit over 3.5 million people, many in low income communities with increased access to energy and creation of jobs.

Divyam Nagpal is an Associate Programme Officer with the International Renewable Energy Agency's (IRENA) Knowledge, Policy and Finance Centre. Peter Storey is a financing professional, specialized in developing countries and transition economies with significant expertise in renewable energy as well as other infrastructure sectors. He has held senior positions with major European banks and project developers and has over 20 years of experience of working on multi-disciplinary advisory and financing mandates and of structuring and developing projects.
Peter is a Global Coordinator of the Private Financing Advisory Network (PFAN). PFAN is a multi-lateral public private partnership which connects Clean Energy projects with investment in developing countries.
Vice President (Specialized Project Lending)/ Head of ConsultingDFCC Bank
Kapila Subasinghe is Vice President (Specialized Project Lending)/Head of Consulting, DFCC Bank and former Project Director of the World Bank and Global Environment Facility funded Renewable Energy for Rural Economic Development (RERED) Project of the Government of Sri Lanka. Subasinghe has extensive experience in project management and financing. At DFCC Bank he has worked in the Small and Medium Enterprise Department specializing in project appraisal, implementation and follow-up, including off-grid renewable energy projects. Thereafter, he served at Corporate Banking where his portfolio included all grid-connected renewable energy projects financed by the Bank. At Corporate Banking he was actively involved in appraisal, structuring, implementation and monitoring of many loan syndications for hydropower projects.
In 2002, he joined the Project Management Department which managed credit lines to Sri Lanka from multilateral agencies. He headed the Department from 2007 to 2010 as Vice President (Project Management) managing credit lines offered to the Government of Sri Lanka by The World Bank, Asian Development Bank, European Investment Bank and KfW Germany. Thereafter, he served as Vice President (Corporate Banking) from 2010 to 2015 where the Department accounted for approximately 50% of DFCC Bank’s lending portfolio comprising of Sri Lankan corporate enterprises in diverse business sectors, including renewable energy.
At present as Vice President (Specialized Project Lending)/Head of Consulting he is responsible for, driving the project lending function and to oversee the evaluation and implementation of large scale/complex/specialized projects across the bank, as well as management of DFCC Consulting (Pvt) Ltd. He has been a resource person to many local and international renewable energy forums, including for delegations to Sri Lanka from Asia and Africa to study the Sri Lankan renewable energy model. He is also the Team Leader of an ongoing assignment in Uganda undertaken by DFCC Consulting to develop an Adoptable Solar Loan Product for Participating Financial Institutions under the Energy for Rural Transformation Project of Uganda with funding support from the World Bank. Subasinghe holds a degree in civil engineering from University of Moratuwa, Sri Lanka and is a Fellow Member of the Chartered Institute of Management Accountants, UK.

Septia Buntara Supendi
Septia is an Acting Manager for ASEAN-German Energy Programme (AGEP) Department at the ASEAN Centre for Energy (ACE). He leads the implementation of collaborative partnership programme between ACE and Die Deutsche
Gesellschaft für Internationale Zusammenarbeit GIZ which covered the area of renewables and energy efficiency.
Prior to AGEP, he is in charge to support the monitoring of the implementation of ASEAN Plan of Action for Energy Cooperation (APAEC), a blue print document for ASEAN energy development for the period of 2016-2025 covering on i) ASEAN Power Grid, ii) Trans ASEAN Gas Pipeline, iii) Clean Coal Technology, and iv) Regional Energy Policy and Planning. Septia holds undergraduate and engineering master’s degree from National University of Malaysia and Institut Teknologi Bandung.
Sustainable Development Program Manager & AdviserSNV
Graduated from Barcelona Autonomous University and NOEMA Business School, Sophie Truffin joined in 2018 SNV Cambodia as Energy Market Adviser and Consultant. She currently is Project Manager for the AFD/EU-funded Green Microfinance Program.
As Project Manager for the AFD/EU-funded Green Microfinance Program, Sophie oversees the implementation of the largest off-grid solar market development initiative in Cambodia to-date. The initiative builds on a comprehensive approach to remove structural market barriers - such as low consumer trust, affordability constraints and limited routes to market – to kick-start local off-grid solar sector growth.
She has also been Project Manager for several renewable energy and consultancy projects in Africa and the Caribbean. Truffin is actively involved in the promotion of sustainable energy infrastructure and service schemes, including context analysis, business model design, implementation, monitoring and evaluation, by commissioning of private, public and multilateral agencies.
She has been dealing with projects based on renewable energy, sustainable energy service schemes, stand-alone PV systems, microgrids, and accompanying measures on social and dissemination aspects.
Katarina Uherova Hasbani
Katarina Uherova Hasbani is Founder of Enrupt, open innovation platform for energy sector. She founded EnRupt to support the ongoing transformation of the energy sector to be closer to the customer, using cleaner, renewable sources, and leveraging digital technologies. She is driving this transformation by building partnerships between young, innovative startups and corporations.
Enrupt has rapidly become a dynamic builder of energy-focused startup innovation from Singapore and expanding to Dubai in Q4 2018. Katarina has 15 years of professional experience in energy from government & consulting in Europe, Middle East & South-East Asia. She was a visiting scholar at Stanford University in 2011 and continues to research on topics related to energy sector transformation, focusing on countries and companies transiting from fossil-fuels to renewable energy based systems.
Katarina is Vice President on the Board of the Alliance for Rural Electrification (Industry association, HQ in Belgium) and driving Insead Alumni Women in Business activities. She is always looking out for opportunities to support energy sector transformation and champion gender equality, especially in energy.
Division ChiefHydropower and Ocean Management Division, Department of Energy
Engineer Andresito F. Ulgado is currently the Chief Science Research Specialist of the Hydropower and Ocean Energy Management Division (HOEMD) of the Renewable Energy Management Bureau of the Department of Energy (DOE), Philippines.
The HOEMD primarily handles the administration, regulation and promotion of hydro and ocean energy programs in the Philippines. He participated in the formulation of energy policies and the corresponding implementing rules and regulations particularly the Biofuels Act of 2006 and Renewable Energy Act of 2008.Prior to his stint with the Hydropower and Ocean Energy Management Division, he was involved in the administration and regulation of biomass, biofuels, coal exploration and mine development and geothermal exploration and development in the Philippines.
Engineer Ulgado holds a Bachelors Degree in Mining Engineering and a Masters Degree in Management. He is currently pursuing a doctoral program in Technology Management. He also finished his Geothermal Energy and Environmental Sciences Course at Kyushu University in Japan and conducted researches on biodiesel at Nihon University also in Japan.
Engineer Ulgado participated and presented papers in various local and international seminars, workshops and conferences in the following fields: Geothermal Energy, Clean Coal Technology, Alternative Fuels, Biomass, Biofuels and Renewable Energy.
Dipti Vaghela is the Network Facilitator and Manager of the Hydro Empowerment Network (HPNET), a knowledge exchange platform to advance policy, technology, and socio-environmental aspects of small-scale hydropower. She has fifteen years of experience in developing decentralized renewable energy (DRE) solutions for rural electrification in S/SE Asia, bridging communities, local entrepreneurs, field-based NGOs, policy makers, and funding agencies.
For eight years she worked with indigenous communities in Odisha, India to establish localized energy solutions. In 2016 she was a Fulbright Public Policy Fellow placed at the Renewable Energy Association of Myanmar (REAM). Based in Myanmar, she supports and learns from Myanmar’s micro/mini hydropower and biomass gasifier mini-grid developers.
She holds a B.S. in Mechanical Engineering from the University of California, Berkeley and a M.S. in Environmental Studies from San Jose State University.

Xavier Vallvé holds Engineering and Master’s degrees from the University of Waterloo (Canada) and is co-founder (1986) and director of the consultancy firm Trama TecnoAmbiental (TTA) in Barcelona, Spain. He has been an active practitioner and researcher for more than 30 years in renewable energy rural electrification and distributed generation projects, autonomous as well as grid tied, RE hybrid technology and micro grids for islands and isolated villages.
Many of his projects involved interdisciplinary activities in economic, social and management aspects as well as engineering in RE generation and storage.
He has been involved in feasibility studies, engineering and project management of many PV rural micro grids in isolated villages in Africa, South America, Asia and the Pacific for private and government clients and also for UNDP, UNIDO, UNEP, AECID, IDB, WB, EC, IRENA and other agencies. He is also an active member in international codes and standards committees and teaching activities on this subject.
Head, Partnerships and Technical Advisory ServicesIRENA
Salvatore Vinci is the Head of Partnerships and Technical Advisory Services at IRENA. Since Joining IRENA in 2010, Salvatore Vinci has been managing projects related to policies to promote renewable energy, with focus on developed and developing markets. He has authored several publications, the last ones being ‘Policies and regulations for private sector renewable energy mini-grids’ and ‘Adapting market design to high shares of variable renewable energy.
Salvatore is heading the Agency’s work on technical advisory services and coordinates the Agency’s global partnerships, including the Global Geothermal Alliance and the Small Islands Developing States (SIDS) Lighthouses Initiative. Salvatore is the Coordinator of the International Off-grid Renewable Energy Conference and Exhibition (IOREC) and has been in charge of the programme development for all four editions of IOREC.
Before joining IRENA, Salvatore worked at the Department of Energy of the Italian Ministry of Economic Development. He holds a degree cum laude in Environmental Engineering and a Master’s degree in Energy Resources Management.
Surabhi Mathur Visser
%nbsp;Surabhi Visser is responsible for supporting SunFunder's clients by structuring bankable financial solutions that address their capital needs and growth strategies. Surabhi joined SunFunder from MRI Group in Singapore where she led the structured trade finance team globally.
Prior to that, she was a member of SMBC’s power & infrastructure project finance team and also has worked at Standard & Poor’s securitisation team. Surabhi holds an MBA from HEC Paris and a Bachelor’s degree in Finance from Georgetown University. Surabhi has lived in 9 different countries and is based in Nairobi, Kenya.

Marcus Wiemann, Executive Director of the Alliance for Rural Electrification (ARE) is responsible for the management and direction of ARE as well as for the relationship management with institutional partners and governments. In this regard, he is a member of numerous steering committees and working groups with the purpose of building a sustainable decentralised renewable energy industry for the 21st century, activating markets for affordable energy services, and creating local jobs and inclusive economies.
Marcus (47 years, born in Dortmund, Germany) holds diplomas in Economics, International Relations/Developing Countries and Environmental Economics from the Universities of York and Trier. Marcus has a professional background from the finance and energy sector as well as in consultancy, advocacy and project management.
Before joining ARE in 2013, Marcus established and led representation offices in Brussels of Verbundnetz Gas AG, EWE AG and of the International Association of Gas and Oil Producers (OGP).

Laura E. Williamson
Laura Williamson is responsible for directing communication and outreach activities at REN21, the Renewable Energy Policy Network of the 21st Century, housed at the United Nations Environment Programme in Paris. Laura’s other activities include managing the production of thematic reports on renewable energy and coordinating the biennial International Renewable Energy Conference.
From 2008 to 2013, Laura was the Project Director for HELIO International, an international think-tank developing renewable energy solutions. Previously, she worked for the United Nations Environment Programme on industry and sustainability issues. Laura holds degrees from the University of Chicago and Tufts University and has more than 20 years of work experience in the field of renewable energy.

Sandra Winarsa is Green Energy Program Development Manager for Hivos Southeast Asia. Since 2012 she has been responsible in leading Hivos’ portfolio in sustainable energy and one of them is the multi-actors Iconic Island Initiative. The initiative aims to provide the population of the medium sized Indonesian island Sumba with 100% renewable energy as driving force of development particularly focusing on decentralised and inclusive renewable energy at remote villages.
Prior to Hivos, Ms Winarsa worked in several development sectors such as environment education, youth social-green entrepreneurship and climate change with the British Council Indonesia. She is also a volunteer at the Climate Reality Project, a community campaign movement in the field of communicating climate change impact to the wider public.

Since October 2013, Michael Wollny is Founder and Managing Director of WOLLNY CONSULTUNG. WOLLNY CONSULTING is specialized in technical and economic advice, business development and project management with emphasis on solar energy for developing countries and emerging markets. Michael has supported the Rural Electrification Authority (REA) in Kenya in establishing standard specifications for Solar Hybrid Mini-Grids taking in account to the international technical standards and regulations from international electrical commission (IEC) and IEEE. He supported REA in preparation of technical specification of equipment, design, tender preparation, training in design and grid planning for Greenfield PV-Hybrid Mini-Grid implementations in the power range of 60-100 kWp.
He developed a Solar PV-diesel-hybrid business-planning guideline for applications in local power distribution systems operated by electric cooperatives in off-grid areas in the Philippines and conducted capacity building workshops for local stakeholders, project developers, financial institutions and cooperatives.Michael is supporting the Infrastructure Development Company Limited (IDCOL) in Bangladesh in technical and economic optimization of solar PV mini-grids (up to 1 MWp), in design, technical specification for international procurement, data evaluation, financial model, capacity building and O&M measures.
He has prepared a technical assessment and energy audit for Siantan Village(s) Hybrid-PV project on Anambas Islands, Riau. and provided support on socio-economic assessment, and recommendation on Hybrid renewable energy solutions/models with storage application. WOLLNY CONSULTING has analysed the rural electrification programs in Indonesia with focus on renewable energies. For the Ministry of Energy and Mineral Sources (MEMR). Michael is working as advisor and procurement manager (tender agent) on behalf of KfW Development Bank and is involved in energy infrastructure projects in Africa and Asia.
For private companies and industry he is selecting and preparing market entrance strategies for targeting developing countries.From 2013 on-going he has conducted trainings and workshops for technicians, engineers, project developers, government authorities, and utility operators in several countries in Asia, Africa and Latin America. Especially in Kenya, Tanzania, Nigeria, Bangladesh, Indonesia and Philippines, he trained different local stakeholders in the selection, planning, design, installation and O&M of PV-Hybrid Mini-Grid, and solar PV rooftop systems.
Michael Wollny is member and former Vice President of the international business organization Alliance for Rural Electrification and co-heading the committee group PV Export and Rural Electrification at German business association (BSW Solarwirtschaft). He is active member of the VDE/CIGRE committee and member of the CIGRE working Group C6-28 on Hybrid Power System and Micro/Mini-Grids.

Eng. Abdussalam Yusuf holds a PhD in farm power and Machinery from the Ahmadu Bello University, Zaria. He worked for 9 years at the Energy Commission of Nigeria, focusing on renewable energy, energy demand and supply modelling and policy analysis.
He joined the Planning Research and Strategy division of the Nigerian Electricity Regulatory Commission (NERC) in 2007 and over the past 11 years has been focusing on regulatory treatment of renewable energy and rural electrification investments.
He has been the focal person on the Nigeria‘s Renewable Energy Feed-In tariff regulation issued in 2014 and recently the Mini-grid Regulation of 2017. Has special interest in modelling of energy supply system alternatives and their environmental implications
Dr. Yusuf is the secretary of the Nigerian National Committee of the World Energy Council, WEC and a registered member of the Council for the Regulation of Engineering in Nigeria (COREN).
Deputy Executive Secretary for Sustainable DevelopmentUNESCAP
Kaveh Zahedi is the Deputy Executive Secretary for Sustainable Development of the UN Economic and Social Commission for Asia and the Pacific (ESCAP). He oversees ESCAP’s work on social development, environment, energy, disaster risk reduction and information communications and technology. He also oversees ESCAP’s overall work with ASEAN and Northeast Asia.
Prior to this, Zahedi was Regional Director and Representative for Asia and the Pacific of the United Nations Environment Programme (UNEP). He managed UNEP’s technical and policy support programmes and represented the organization in the region. Zahedi has also served as Deputy Director of UNEP's Division of Technology, Industry and Economics, overseeing work on green economy, resource efficiency and climate change. He also set up and headed the Climate and Clean Air Coalition for reducing short lived climate pollutants. Before UNEP, Zahedi worked at an NGO as project manager for micro credit and development projects.
Over two decades Zahedi has worked in United Nations offices in Kenya, Mexico, UK, France and Thailand. He holds a Master’s degree from the Fletcher School, Tufts University, USA, and a BSc first class degree in Economics & Geography, from University College London.
The IOREC exhibition will take place in parallel with the Conference from the 31 October – 1 November 2018 and is organised by the Alliance for Rural Electrification (ARE). The exhibition serves as a showcase for the very latest off-grid technologies and the innovative approaches fuelling rapid deployment of decentralised renewable energy solutions.
The exhibition is an important component of the IOREC and is open to all interested companies and organisations. In particular, private sector companies with cutting-edge products and projects are encouraged. IOREC presents one of the year’s most important opportunities to network and build influential partnerships with key global off-grid industry players.
Renewable Energy Solutions for Healthcare Facilities
The International Renewable Energy Agency (IRENA) is organising the international conference on Renewable Energy Solutions for Healthcare Facilities which is to be held in Singapore on 2 November 2018 immediately after the 4th International Off-Grid Renewable Energy Conference and Exhibition (IOREC). The conference will be a unique opportunity to discuss challenges to the deployment of renewables for health centers, present successful case studies and identify technical, regulatory, policy, and financial options which can accelerate the deployment of renewable energy for the electrification of health centres in rural communities.
The International Off-grid Renewable Energy Conference and Exhibition (IOREC), organised by the International Renewable Energy Agency, is the global platform for sharing experience and best practices on design and implementation of enabling policies, tailored financing schemes, innovative business models and technology applications for stand-alone and mini-grid systems.
The 3rd edition of the International Off-Grid Renewable Energy Conference and Exhibition (IOREC) took place in Nairobi, Kenya on 30 September and 1 October 2016. The Conference was organized by IRENA in partnership with the Kenya Ministry of Energy & Petroleum and the Alliance for Rural Electrification (ARE).
The International Renewable Energy Agency (IRENA), the Asian Development Bank (ADB) and the Alliance for Rural Electrification (ARE) co-organised the 2nd International Off-grid Renewable Energy Conference and Exhibition (IOREC) in Manila, Philippines on the 16-17 of June 2014.
The first International Off-Grid Renewable Energy Conference (IOREC), organized by IRENA along with the ECOWAS Regional Centre for Renewable Energy and Energy Efficiency (ECREEE) and the Alliance for Rural Electrification (ARE), was held in Accra, Ghana on 1 and 2 November 2012.
